Most readiness surveys are built from executive hypotheses. The questions reflect what leadership already believes the issues are. Staff responds within predefined parameters. The outputs reinforce what was suspected. The organization moves forward believing it has clarity. This is consulting theater: It produces movement. It produces artifacts. It produces comfort. It rarely produces structural truth.
